Captain Robert Coogan of Long Island, N.Y. graduated from the U. S. Naval Academy in 1995 and was designated a Naval Aviator in 1997. He is a 2014 graduate of the National War College in Washington, D.C. where he earned a Master of Science (M.S.) degree in National Security Strategy.
