Base Status

The Installation Commander may announce a change in base status to ensure the safety of personnel. Regardless of the conditions on base and the Installation Commander's weather call, personnel must assess their own situations and driving conditions for safety. Consult your chain of command if your situation requires special consideration.

Base Status Guidelines

The following base operating status announcements are used during weather events and other local emergencies:

  • Normal Operations
  • Delayed Reporting
  • Mission Essential Only
  • Open with Option for Unscheduled Leave or Telework
  • Early Dismissal

Joint Base Andrews is open.

Personnel are expected to begin the workday on time. Normal operating procedures are in effect.

Delayed reporting authorizes non-mission essential personnel to delay arrival when reporting to duty. Mission Essential personnel still report as scheduled or as directed by their chain of command.

Telework Guidance from the Office of Personnel Management
During a delayed arrival operating status announcement, remote workers and personnel regularly scheduled to telework that day are expected to begin work on time or request leave or other paid time off and should not be granted weather and safety leave.

Non-mission essential personnel should plan to arrive for work no more than X hour(s) later than they would normally be expected to arrive.

Open—Delayed Arrival—Employees Should Report To Their Office No Later Than XX:XX—With Option for Unscheduled Leave or Unscheduled Telework
Non-mission essential personnel should plan their commutes to arrive at the installation by no later than the final reporting time in the announcement.

Joint Base Andrews is closed, except for Mission Essential personnel.

Mission Essential personnel are the minimum number required to keep critical activities functioning until additional support arrives. These personnel include, but are not limited to firefighters, security forces, command and control, snow removal, medical, dining facility, designated childcare, and designated shiftwork personnel.

Commanders and supervisors must identify positions they determine to be essential for mission-critical operations, depending on the type and duration of activity requiring support, and ensure the appropriate personnel are notified to report for duty.

Personnel have the option to use unscheduled leave or unscheduled telework. Personnel must notify their supervisor of their intent to use unscheduled leave or unscheduled telework (if the person is a telework program participant). Remote workers and personnel regularly scheduled to telework continue to work and may request to take unscheduled leave.

Because of a weather or other safety-related emergency, the Installation Commander may approve for personnel to depart work before the end of the duty day.

Base Services Guidelines

DISCLAIMER: Below are general base service guidelines, which may differ from actual operations. Refer to the Joint Base Andrews Facebook page for the latest updates on base services.

 Maximum Telework with Reduced Operations:

    • Closed: The Courses operations are weather dependent. Please check https://www.facebook.com/thecoursesatandrews/ for their operating status.
    • Limited Operations: Virtual services only for Civilian Personnel, Manpower, Military Personnel, Military Family Readiness Center, Marketing, Education & Training Center, School Liaison Officer and Resource Management. Legal and Finance Offices closed in person, virtual services available. The Visitor Control Center hours will be determined on a case-by-case basis. 
    • Normal Operations: The Child Development Centers (CDC) and School Age Care (SAC), Fitness Centers, Dining Facility, Lodging, Official Mail Center, ID Cards/DEERS, Education & Training Center (Testing, ALS, and FTAC), Library, ITT, Outdoor Recreation, The Club, The Courses*, Griff’s Place, Community Commons and Honor Guard will be open regular hours.

 Delayed Reporting: 

 Base Closure (Mission Essential Only)

    • Closed: The Club at Andrews, The Courses at Andrews, ID Cards, the Visitor Control Center, and Chapel will be closed. The Legal and Finance Offices and the Walk Up “Fix IT” Help Desk will be closed for in-person services. All Exchange facilities will be closed, except for the Express. 
    • Limited Operations: Fitness Centers (24/7 access only), where able other FSS and base services will continue to be offered virtually.
      The History Office will operate in virtual status and can be reached at 316Wg.History.Office@us.af.mil or 240-564-3064.
      Childcare will only be provided to active duty single and/or dual military members deemed mission essential during times of inclement weather, and who have a letter on file with their childcare facility. Mission Essential parents will be contacted by the CDC directly. 
    • Normal Operations: Dining Facility, Lodging, and Honor Guard will be open regular hours. 
    • MEDICAL: Malcom Grow Medical Clinics and Surgery Center will be closed. The Emergent Care Center will remain open 7am to 7pm. Ahead of adverse weather, clinics will work to provide Secure Virtual Visits in place of in-person appointments, or reschedule appointments as required. Clinics will personally contact patients to reschedule appointments.

 Early Closure:
    • Normal Operations: Dining Facility, Lodging, and Honor Guard will be open regular hours. 
    • Limited Operations:  The Child Development Centers (CDC) and School Age Care (SAC) will close at one hour after the official closure announcement. Parents who do not pick up their children prior to this time will be charged the late pick-up fee and the First Shirt and/or Commander of the sponsor will be contacted. The Visitor Control Center hours will be determined on a case-by-case basis.
    • Closed: All other Force Support facilities and customer service functions including the Chapel, the Legal Office, Finance, and the Walk Up “Fix IT” Help Desk will be closed at the time of early closure.
    • Medical: The Emergent Care Center will remain open 7am to 7pm. Ahead of adverse weather, clinics will make every effort to see patients early prior to early closure, secure Virtual Visits in place of in-person appointments, or reschedule appointments as required.
