The Installation Commander may announce a change in base status to ensure the safety of personnel. Regardless of the conditions on base and the Installation Commander's weather call, personnel must assess their own situations and driving conditions for safety. Consult your chain of command if your situation requires special consideration.
The following base operating status announcements are used during weather events and other local emergencies:
Joint Base Andrews is open.
Personnel are expected to begin the workday on time. Normal operating procedures are in effect.
Delayed reporting authorizes non-mission essential personnel to delay arrival when reporting to duty. Mission Essential personnel still report as scheduled or as directed by their chain of command.
Telework Guidance from the Office of Personnel Management During a delayed arrival operating status announcement, remote workers and personnel regularly scheduled to telework that day are expected to begin work on time or request leave or other paid time off and should not be granted weather and safety leave.
Open—X Hour(s) Delayed Arrival—with Option for Unscheduled Leave or Unscheduled Telework Non-mission essential personnel should plan to arrive for work no more than X hour(s) later than they would normally be expected to arrive.
Open—Delayed Arrival—Employees Should Report To Their Office No Later Than XX:XX—With Option for Unscheduled Leave or Unscheduled Telework Non-mission essential personnel should plan their commutes to arrive at the installation by no later than the final reporting time in the announcement.
Joint Base Andrews is closed, except for Mission Essential personnel.
Mission Essential personnel are the minimum number required to keep critical activities functioning until additional support arrives. These personnel include, but are not limited to firefighters, security forces, command and control, snow removal, medical, dining facility, designated childcare, and designated shiftwork personnel.
Commanders and supervisors must identify positions they determine to be essential for mission-critical operations, depending on the type and duration of activity requiring support, and ensure the appropriate personnel are notified to report for duty.
Personnel have the option to use unscheduled leave or unscheduled telework. Personnel must notify their supervisor of their intent to use unscheduled leave or unscheduled telework (if the person is a telework program participant). Remote workers and personnel regularly scheduled to telework continue to work and may request to take unscheduled leave.
Because of a weather or other safety-related emergency, the Installation Commander may approve for personnel to depart work before the end of the duty day.

Office of Personnel Management (OPM) guidance is used to inform Joint Base Andrews' base status decisions. Because JBA is located outside the “Washington Capital Beltway,” base status may differ from other government facilities and installations. JBA is subject to unique weather patterns that may not align with conditions in Washington, D.C. While OPM alerts may recommend closures or delays, JBA operations could remain unaffected or operate with different reporting instructions.

For any patients with medical appointments, the Malcolm Grow Medical Clinic Facebook page will provide clinic closure information or changes to medical services provided during inclement weather. You may also receive a message through the MHS Genesis Patient Portal.
Yes, even if the base is closed, the Main Gate will maintain 24-hour operations to accommodate mission-essential personnel and base residents. Individuals with authorized base access can still enter the installation, even when it is officially listed as closed.
