JOINT BASE ANDREWS, Md. - Col. Andrew Purath, 11th Wing and Joint Base Andrews commander, speaks during a ceremonial commemoration for the first wetlands mitigation banking instrument for the Department of Defense in Maryland on JBA, Sept. 6, 2018.
