JOINT BASE ANDREWS, Md. –
From 20-24 August 2012, Joint Base Andrews will be conducting a Tier III (formerly external) Environmental, Safety and Occupational Health Compliance Assessment and Management Program Assessment. Th ESOHCAMP has two purposes - to improve environmental and occupational health management/execution through the identification of areas for improvement, and to build supporting documentation to fund and correct those deficiencies. ESOHCAMP assessments are a "snap shot" of Andrews' compliance with federal, state, and local laws or regulations, Executive Orders, DoD and Air Force policies and instructions.
A primary benefit of the ESOHCAMP is that Andrews will be self-identifying and correcting potential environmental and occupational health deficiencies instead of them being "discovered" by local, state or federal regulators. Problems that are discovered by regulatory agencies potentially subject Andrews to fines and/or penalties that must be paid using limited mission funds.
Once the assessment is complete, the ESOHCAMP Team will prepare a report that details both positive and negative findings. Negative findings are divided into four categories.
A Significant Finding is an immediate threat to human health or the environment.
A Compliance Finding is a violation of Federal, State, or Local law or regulation.
A Major Management System Finding indicates multiple instances of nonconformance to DoD/AF Policy or EMS requirement.
A Minor Management System Finding indicates a single instance of nonconformance to DoD/AF Policy or EMS requirement.
A Positive Finding highlights areas that are exceeding standards.
The table pictured, while by no means comprehensive, summarizes the most common areas of concern on an ESOHCAMP assessment and the steps you can take to ensure your activity is fully compliant and won't receive one of these simple, preventable findings.
Findings will be finalized and provided to all affected organizations soon after the assessment is complete. All organizations receiving findings are responsible for mending their findings. The 11th Civil Engineer Squadron, Asset Management Flight, will track all findings.
