JOINT BASE ANDREWS, Md. –
The 316th Logistics Readiness Squadron distribution flight's vehicle operations section is now responsible for supporting the installation's personnel after the implementation of BRAC initiatives from October.
Installation transportation services include You-Drive-It, or UDI, vehicle support, taxi service for personnel on official business, and the ground movement of personnel or cargo necessary for the assigned units to meet their mission requirements.
The following information can be used when considering requesting Vehicle Operations Section support to ensure the units assigned to Andrews understand what is considered "official use:"
- The single point of contact to request services from Vehicle Operations is the Vehicle Dispatch office. Vehicle Dispatch can be reached by calling 301-981-4661 or by e-mailing 316lrs.dispatch@afncr.
af.mil.
- Organizations must submit their request with enough time for the request to be reviewed for official business, to schedule the support required and coordinate the execution of the support required.
- Organizations must understand that mission priorities will be a factor in determining if the vehicle operations section can or cannot support a request. The priority of any request will be made along with the determination of official business in accordance with Air Force Instruction 24-301, Vehicle Operations.
Not all requests are clearly defined as official use. When a unit's request is not clearly defined within AFI 24-301's guidance, the unit commander must determine official use by documenting answers to the following questions prior to approving the use of a government motor vehicle:
- Is the purpose of the trip supporting an authorized DOD function, activity, or operation?
- Does the request have the potential to create a perception that will reflect unfavorably on the Air Force, or any DOD agency, or be justified to a taxpayer?
- Will the request impact mission requirements?
- Is commercial or DOD scheduled transportation available? The Air Force does not provide transportation support that competes with commercial services.
- Is GMV transportation the most cost effective method of satisfying the requirement?
Some examples of items that are defined as "official business" are temporary duty support; permanent party mission support; U.S. Air Force Band transportation support; and any request that is in accordance with AFI 35-101, Public Affairs Policies and Procedures when certified by the installation public affairs officer, or when approved by the installation commander or other competent authority delegated in-writing by the installation commander, typically the PAO.
General unauthorized uses of Air Force vehicles are numerous. A few common examples of unauthorized uses are for reason of grade, prestige or personal convenience; personal business or of a personal nature; fitness program support; support for events such breakfasts, luncheons, dinners, icebreakers, socials, holiday parties, picnics, booster clubs; personal or social engagements; household goods movement; contractor support; or transporting dependents not on official orders or to the flightline for a retiring member's final flight.
