MPF changes to increase efficiency

By Lt. Col. Catherine Reardon 316th Wing Public Affairs chief

Transformation and downsizing in the Air Force and at Andrews continue at a rapid pace as the Military Personnel Flight is one of the first MPFs in the Air Force to implement the new Air Staff-mandated Base Level Service Delivery Model configuration.

This transformation is the result of the Air Force deleting more than 5,000 Personnel authorizations. This loss of skilled manpower made it impossible for business to continue and made the current reconfiguration necessary.

The Air Force simply could not sustain the old model of manning Commander Support Staffs and the MPF. Ways to work smarter and more efficiently and complete the AF mission to deliver timely high-quality Personnel services drove the changes. With consolidating and reconfiguring personnel resources within MPFs, the Air Force has done just that.

Effective immediately, the MPF is organized into the following construct: Force Management, Career Development, and Customer Service. "This puts Andrews Air Force Base and the 316th Mission Support Squadron out in front of the fight, being one of the first MPFs to reorganize with the new base level service model configuration," said Lt. Col. Teresa Forest, 316th Mission Support Squadron commander. "This new construct will enable us to provide better customer service with our limited staff because like issues are now grouped together. We are very excited about the changes because we want to continue to deliver timely, high-quality service and think our customers will be too. We welcome feedback and suggestions about the new system," said Colonel Forest.

Force Management will work issues including: accessions, duty history, duty status, PRP, active duty service commitments, G-Series orders, evaluations, special duty assignment pay, classifications and BLSDM Dashboard. The organizational email for Force Management is 316mssforcemgmet@andrews.af.mil.

Career Development will work issues including: assignments, retirements, separations, retraining, promotions, out-processing and testing. The organizational email for Career Development is 316mss.career@andrews.af.mil.

Customer Service will work issues including: in-processing, leave program, passports, BAS/ESM/220s, adverse actions, casualty, DEERS/RAPIDS, citizenship, SGLI/VRED, awards and decorations, UIF management, survivor benefit program and records. The organizational email for Customer Service is 316msscustserv@andrews.af.mil.

Two other sections, Personnel Systems Management Section and Personnel Readiness Section, did not change in the new BLSDM construct. Each section does, however, have a new organizational email account to facilitate customer service. The PSMS email address is 316mss.dpmmd@andrews.af.mil and the PRS email account is 316mss.prf@andrews.af.mil.
