JOINT BASE ANDREWS, Md. –
U.S. Air Force Col. Joseph A. Bincarousky Sr. assumed command of the 316th Security Forces Group during a ceremony July 3.
Col. June Oh, 316th Wing and installation commander, presided over the ceremony, which honored the legacy of outgoing commander Col. Michael J. Morales while celebrating the beginning of a new chapter under Bincarousky’s leadership.
“These defenders, day in and day out, demonstrate an unwavering commitment to protect this base and everyone on it, truly embodying the title of Defender,” Oh said. “They don't just wear the badge — they live the oath.”
As commander, Bincarousky now leads more than 800 military and civilian personnel across three squadrons within the 316th Security Forces Group. The unit is responsible for safeguarding Joint Base Andrews and its high-value assets—including the Air Force One complex, valued at more than $6.1 billion.
Its mission spans from routine patrols and flightline security to counter-small unmanned aircraft systems operations, K-9 support,, and executive protection. The group also manages the Air Force’s most active Raven mission, operates the Department of Defense’s largest operational military working dog kennel, and provides direct security support to the White House Military Office and Presidential Airlift Group.
“What an honor it is for me to serve with you as you proudly and aggressively defend America’s Airfield and some of its most critical assets,” Bincarousky said. “Your reputation is renowned, dedication unflagging, and potential limitless.”
Prior to arriving at Joint Base Andrews, Bincarousky served as director of force protection for Ninth Air Force, the Air Force component of U.S. Central Command, where he oversaw defense operations across eight countries in Southwest Asia. He also served as a Foreign Area Officer with a focus on European and Russian affairs and as an accredited diplomat at two embassy assignments.
Throughout Morales’ three-year tenure, he oversaw the operations of national events, high-tempo missions, and emergency response efforts while maintaining the unit’s core security responsibilities at Joint Base Andrews. During his farewell remarks, he thanked those with whom he served.
“Thank you to all the defenders of the 316th Security Forces Group family for making this the perfect way to end my 26-year career,” Morales said. Turning to address Bincarousky, he added, “You are inheriting one of the best bunch of defenders in the United States Air Force.”
Morales received the Legion of Merit during his retirement ceremony held the week before the change of command. The award recognized his meritorious leadership of the 316th Security Forces Group.
The ceremony concluded with a final salute to the outgoing commander and a first salute to the incoming one, followed by a reception for attendees and family members.
