JBA receives ‘Effective’ UEI rating

Joint Base Andrews received an overall "Effective" rating on its first Unit Effectiveness Inspection Aug. 24-26.

The wing was evaluated on four major areas -- Managing Resources, Improving the Unit, Leading People and Executing the Mission.

Of the four major graded areas, the 11th Wing received an "Effective" rating in each of the four major graded areas, and it received a "Highly Effective" rating in the sub-areas of primary mission execution, facilities and environment and adequacy of funds. The report states this is due to exceptional utilization and maintenance of assigned facilities reduced the potential risk to facility degradation.

"The 11th Wing performed effectively and efficiently despite an extraordinarily diverse and highly visible mission," said Lt. Col. Jason Wollard, 11th Wing Inspector General. "Mission partners throughout Joint Base Andrews have teamed together to establish effective processes for prioritization and resource-sharing. In addition, programs for cost saving and efficiency are a strength."

The UEI replaced the Air Force's Consolidated Unit Inspection in order to reduce costs associated with traveling inspection teams, as well as ensure continual mission readiness and unit compliance with U.S. Air Force regulations and standards.

Over the course of several days, JBA personnel underwent extensive scrutiny by a team of 51 evaluators while simultaneously performing the real-world mission.

According to the report, the wing performed well -- given this was an initial inspection and the wing has recently implemented Self-Assessment and Commander's Inspection Programs required for integration into the new Air Force Inspection System.

"The 11th Wing superbly accomplished the mission with the right quality and time amidst fiscal and resource constraints," Wollard said. "Wing personnel consistently provided exceptional support for primary mission sets and proved exemplary in their ability to execute their primary missions."

The report also notes personnel assigned to the 11 Wing are professional, highly motivated, and capable of carrying out their operational missions.

"We were very happy to have the Capstone team verify what we already know to be true," Wollard said. "Our Airmen execute their high-visibility, no-fail missions at a high level of professionalism and readiness then provide us findings and recommendations to become even better."

In addition to inspecting the wing as a whole, the report noted 14 professional performers and 11 professional teams throughout the inspection process.

"The wing continues to safely and effectively execute the mission every day," said Col. Brad Hoagland, 11th Wing/JBA commander. "Our ability to adapt to changing circumstances allows us to respond, honor, defend and support at America's Airfield and throughout the National Capital Region."
